November 2009

 


On 17-18 November 2009, on Tirana International Hotel, Tirana, Albania, took place the 4th Annual Conference of the Western Balkans of HRM Community of Practice in the Civil Service“ Managing Performance in the Work of Civil Servants“The overall objective of the Conference was to provide a forum for the civil servants and others involved in the civil service reform in the Western Balkans, to examine issues related to the intriguing question of monitoring and managing the quality, effectiveness and efficiency of the civil servants’ work and to engage in a constructive discussion outlining problems, common challenges and, if possible, workable solutions and directions for further action.
The structure of discuctions was about:
  1. What are the main issues, in the last couple of years, concerning the performance management in the civil service?
  2. What has been done so far in this area?
  3. What else needs to be done? What are the main challenges ahead?
  4. What are the main differences between Performance Management and Performance Appraisal? 

Through presentations and discussions on Group working sessions, the participants learned about the best expertise and the future challenges on these field. November 2009On 5-8 November 2009, on Diplomat Fashion Venue, Tirana- Albania ,  took place the Regional EU Trainer Conference 2009. The partners of this activity were: In WENT (Capacity Building International, Germany) , EIPA ( European Institute of Public Administration) and TIPA ( Training Institute of Public Administration).
The participants from different countries of region, Bosnia and Herzegovina, Croatia, Macedonia, Moldavia, Montenegro, Romania, Serbia and Albania, present on this activity, exchanged  their expertise  and their best practices through presentations of each group representative. On second day of conference, guests speakers; Mr. Christophe SOLIOZ from Center for European Integration Strategies, on Geneva and MS Isabella TORTA, Delegation of the European Commission on Albania, reports on rethinking the EU integration process for Balkans and also on recent developments in the EU’s Enlargement Policy – the EC Strategy paper on Enlargement. A very useful session was that of knowledge transfer from candidate countries to potential candidate countries.

 

November 2009

On 5-8 November 2009, on Diplomat Fashion Venue, Tirana- Albania ,  took place the Regional EU Trainer Conference 2009. The partners of this activity were: In WENT (Capacity Building International, Germany) , EIPA ( European Institute of Public Administration) and TIPA ( Training Institute of Public Administration).
The participants from different countries of region, Bosnia and Herzegovina, Croatia, Macedonia, Moldavia, Montenegro, Romania, Serbia and Albania, present on this activity, exchanged  their expertise  and their best practices through presentations of each group representative.

On second day of conference, guests speakers; Mr. Christophe SOLIOZ from Center for European Integration Strategies, on Geneva and MS Isabella TORTA, Delegation of the European Commission on Albania, reports on rethinking the EU integration process for Balkans and also on recent developments in the EU’s Enlargement Policy – the EC Strategy paper on Enlargement.

September – October 2009 

On 28 September- 02 October 2009, in Tirana took place the Seminar on “Planning and Implementing Communications and Lobbying Campaigns”, organized by EIPA (European Institute of Public Administration) and ReSPA (Regional school of Public Administration). According to the program during four days of seminar the participants learned about understanding the current EU media and communication landscape, understanding how to effectively influence and interact with media and other key actors. 
A very special objective was the understanding and appreciating the value of web, social technologies, lobbying environment and how to influence in the EU institutions. On this activity the participants were from different countries of region as, Kosovo, Bosnia Herzegovina, Macedonia, Montenegro, Croatia and Albania.

July 2009

On 15-18th of July, on Tirana took place the training "How to be a better Policy Adviser ». This training was organized by ReSPA and NISPA-cee The network  of institutions and schools of public administration for central and ester Europe).

There  participants were  from different countries of region ( Kosovo, Bosnia Herzegovina, Fyrom, Croatia, Montenegro and Albania)
The   4 days training programme provide them knowledge  and skills in order to improve their capacities in filed of policy advise. Through implementing e variety of training methods ( Presentations, group work, discussions , skills practice , as well as the use of best practice and personal experience , the participants have possibility to know more about the policy cycle and all other processes related, and also they exchangetheir experiences.

June 2009
      

On 30June-2July on Podgorica Montenegro, took place the training program “Participative Training Techniques”. The activity was organized by ReSPA – Regional school of Public Administration and National School Of Government, (UK) .
The main objective of training was providing participants with basic understanding of Participative Training Techniques in order to help groups to achieve successful outcomes.
The participants were from different conutries of  region, such as Kosovo, Fyrom, Bosnia and Hercogovina , Croatia , Serbia and Albania.
The training implementation through presentations, team working , discusions  and practical skills , made possible  not only developing the participants knowlegge and skills in interactive training techniques and facilitation of individuals and groups, but also exchanig of different experiences on this field.

 

June 2009

 

On 22-26th of June, on Pod Orica – Montenegro , took place  the training “Strengthening Ethics and Governance in the Public Sector”. The training was organized by ReSPA in cooperation with.French National School of Administration (ENA )
The main objective of this activity, was raising the knowledge on ethic  and anticorruption process and also  finding the proper way and methods  for achieving proper results .
The participants were from Albania, Kosovo, Bosnia Herzegovina, Fyrom , Montenegro and Serbia .
During 3 days of the training, the focus point was the importance of establishing ethics and behavior standards on Public Administrations, the role of ethics on prevention of corruption and the proper methods on monitoring establishing the related standards. Through causes and discussions, the participants focused on the important of the ethical code on increasing of the PA integrity. It was very important exchanging of different experiences   from participants of respective countries on related fields.

 

February 2009

 

On 17-19th of February, took place the first part of Training “Carrying out a Training Need Analyses", on Bitola (FYROM).These training was organized by EIPA (European Institute of Public Administration) and ReSPA (Regional School of Public Administration), funded by EU.

The objective of the Training was presentation of framework, theory, and different methodologies’ of a TNA process, and in the same time realizing a concrete project for each group represented , on realizing a TNA process .The   participants on these event were from different countries in region as: Albania, Kosova, Croatia, Montenegro, Fyrom  , Serbia and Bosnia – Herzegovina During three days, it was presented the main framework of these process, methodologies such are questioners and interviews . It was decided as a obligation for all groups to present during the May sesion real project on e TNA, in each country.

May  2009

 

On 26-28 of May, In Bitola ( Fyrom), took place the second session of training “ Carrying out  the Training Needs Analyses”The objective of this training session was presentation of all represented participants for groups of projects on TNA process. So, all groups as Albania, Kosova, Fyrom, Croatia, and Montenegro made their presentations, brining their experience the different problems from their respective countries on Public Administration.

October 2008:

 

Training Institute of Public administration, in cooperation with PPA, on the framework of   Stage II Threshold Proposal  to reduce corruption and strengthen the rule of law in Albania, is going  to implement e training programme on "E- procurement procedures“ .The opening event of this activity, took place on Tirana International Hotel, on 10th of October 2008.In this event were present, Prof. Dr Mr Sali Berisha- Prime minister of Albania, Mr. Bujar Nishani- Minister of Interior,Mr. Bruce Kay USAID Project , and some directors of other institutions.The target of this training programme is to introduce the local government administration with new concepts, procedures, legal and technical frameworks of E- procurement.It is very important to emphasize that this programme is evolved on the framework of government’s programme for anticorruption.Implementing this programme TIPA, will deliver 25 training courses, 50 training days, and will train about 750 civil servants of LG Administration.

May 2008:

 

In reference to the signed memorandum of co-operation between   the Department of Public Administration of Albania, the Training Institute of Public Administration and EKDDA, are going to delivered a training cycle
On “ European Affairs”. The target group is the local government  administration

The main objective is to provide formations on institutions, policies of EU and also  on local administration and regional development.

Training module consists on:

  •  The EU procedures of decision making process , districts policies , cohesion funds
  •  The INTERREG III and  inter border cooperation
  • Planning and implementing of EU programs on 2007-2013
  • Local administration and regional development strategy of EU
  • Implementing of INTERREG program in Macedonia – special problems of regional policies.
The first training session took place  on Kastoria ,on 12-16 May 2008.The other training sessions, will take place  on : 30 June to 04 July 2008, KERKYRA and IOANNINA.

May 2008:

Training on improving management & function related skills”
For Top Level Managers”
(In cooperation with World Learning - USAID & George Town University)

TIPA in cooperation with the Department of Coordination of the Strategy for Foreign Donors of Council of Ministers is organising the project “Training on improving management & function related skills” for Top Level managers- training project is a key component in the implementation of the TIPA strategic business plan 2006-2009, in concert with the other main training programmes of the Institute for the year 2008.

The main objective of the training programme is to improve most relevant skills and the knowledge of High Level managers in public organisations. Training programme should aim to introduce main principles and concepts as well as examples of best practice from the other countries.

The secondary objective of the training programme is to identify one or two high-level foreign experts, which will establish the re-usable training curricula and will train the local trainers from the Civil Service and Civil Society. The experts will represent a valid resource of expertise at the top level for developing curricula and professional training for the Albanian Civil Service and mostly for Top level managerial staff.

The third objective of the training programme is to establish a local training capacity in the Albanian Civil Service by identifying at least 5 future trainers from the Albanian Civil Service and Civil Society, providing a train of trainers’ component and introducing a pilot training course for related target group. These trainers from the Civil Service and Civil Society will be involved consistently in the Institute’s future development activities of similar nature and content.The training modules for these training are:
  1. Making performance management real
  2. Effective management
  3. Achieving policy/strategy coherence and integration

The first training sessions were “ Effective Management “ organised on 6-7 and 8-9 of May 2008 , in Llogara ,Vlora , targeting for General Secretary from the line ministries and Directors for the different departments within Ministries .
The second sessions were organised on 3-4 and 5-6 June in Ohrid city, and the third one will take pleace in July 2008.

 

 

February 2008:

Co-operation with International Organization for Migration (IOM)-Tirana Office

Albania has recently signed a Stabilization and Association Agreement (SAA) with the EU, which represents an important step forward on Albania's EU path. The country now faces the challenge of successfully implementing the SAA, which requires a very ambitious political, administrative and economic reform. The Albanian Government has placed the EU integration high on its agenda and set a list of priorities also in the area of Justice and Home Affairs that are being reflected in the Action Plan for the Implementation of Association and Stabilization Agreement. These priorities (for the period 2006 – 2009) highlight the need for improvement of administrative and financial capacities for the implementation of the migration and asylum legislation, and in particular for the implementation of the national strategies and corresponding action plans. In this context, it is clear that focus needs to be placed on the implementation of the National Strategy on Migration (including provisions on readmission), which could help Albania on its way to approximation to EU standards in the field of migration and asylum.
With the support and funding of the European Commission (CARDS 2004 programmed), IOM Tirana will implement an intervention aimed at fostering the implementation of the National Strategy on Migration through the provision of technical assistance and expertise to the Government of Albania.
The direct beneficiaries of this action will be:

  • Officials in ministries responsible for the implementation of the National Action Plan on Migration.
  • Directorate for Migration Policies within the Ministry of Labour, Social Affairs and Equal Opportunities (MOLSAEO).
  • National Employment Service (NES) within MOLSAEO.
  • Albanian diplomatic service in Italy, Greece, UK, Belgium, Germany.
  • National Institute of Diaspora.
  • Training Institute of Public Administration
  • Directorate for Border and Migration within the Ministry of Interior.
  • Migrant families in Albania, migrant communities and Albanian Diaspora in Italy and Greece.
Indirect beneficiary of this action will be the Inter-Ministerial Committee on Migration while the final beneficiary will be the Government of Albania responsible for the implementation of the National Strategy on Migration.
The Training institute of Public administration,  is going to support the implementation  the National Strategy on Migration, by providing trainings on   “ Provision of reintegration services to returned migrations- Training for Regional Employment offices” , according to the agreement between IOM ( International Organization of Migration) and Department of Public Administration of Albania. The first training course took please on 28 of February, on Doro Hotel, in Tirana.

February 2008:

On  February 26th  2008, in the premises of Hotel Tirana International  took  place the closing event of the EU funded project “Technical Assistance on Training Quality Systems in Albania”. The project worth 180.000 Euro is implemented by the Albanian Training Institute of Public Administration (TIPA) together with the project partners TRANSTEC and ATC Consultants. The project overall aim was to assist TIPA in developing methodologies to better deliver training and management tools and in improving TIPA’s standard procedures and its human resource management system.
“The Public Administration Reform is one of the main Priorities of the Stabilization and Association Agreement between EU and Albania and EU considers that the support Albanian Training Institute of Public Administration will play a key role for reforms and the future of Albania”, said during the event Irene Giribaldi, Head of Operations Section in the EC Delegation to Albania.In this light, the project analysed the full institutional process of designing and delivering training by TIPA, it also assisted TIPA in developing methodologies to better deliver training and management tools and drafted a Guidance Manual entitled:  Recommendations for modifying, improving and better use of TIPA’s Procedures and Methodologies. It also designed quality standards and indicators for better institutional and training cycle management. Both the Guide of TIPA’s Quality Standards, as well as the guidance manual on practical issues arising from the implementation of new or improved training cycle management procedures were published with the project’s financial support.“ All these improvements  combined with the financial recourses , the new premises  and technologies that ITAP will use very soon, always founded by EU, will have their direct impact on TIPA performance , in order to make it relevant to other European institutions on field of training the public administration,- said Florian Nuri, General Secretary  in Ministry of Interior  It is expected that the results of this project will have a general positive impact on the performance of the Civil Service in Albania

 

 

February 2008: Meeting of the Option B resources, under ReSPA ( Paris, 14-16 February )
The concept of the Regional School of Public Administration in the Western Balkans was developed with the objective to boost regional co-operation in the field of Public Administration, strengthen administrative capacity and develop human resources in line with the principles of the European Administrative Space. In the SAp perspective, ReSPA is one of the mechanisms through which countries and entities have agreed to develop co-operation in the perspective of, eventually, joining the European Union (EU).Pursuant to the decision taken in the third session (3rd Steering Committee Meeting, 31 January 2007)of the ReSPA, resources in beneficiary countries/entities had been contracted in course of 2007 in the relevant School of the Public Administration/ Civil Service Agencies in the region in support to the ReSPA activities in their home organizations. These resources delivered outputs in close cooperation with the domestic ReSPA Steering Committee Members and the ReSPA Team at the OECD.The present meeting took stock of the experiences to date implementation of the delegated tasks, look forward to discuss implementation of the program of work for 2008 and individual new tasks, as well as to familiarize the contracted resources with the modalities of work of the ReSPA Team at the OECD in Paris , current and planned organizational setups and the respective roles of the European Commission in Brussels and the European Institute for Public Administration in Maastricht.The meeting was organized in a form of short seminar in Paris, the headquarters of the OECD, where the ReSPA-OECD Team is currently located. Also representatives from OECD/SIGMA where invited to join and present their work and the main issues pertaining to the public administration reform and civil service.The main task of the meeting is organizing work between Options B resources for implementation of the ReSPA activities foreseen for the year 2008 .

February 2008

 

:A study tour   was organized to Portugal from 11-15 February, for the 5 staff members of TIPA and two representatives of the Ministry of Interior. The main objectives of the study tour were stated as following:

  • To introduce the contemporary training system   and the way training cycle management (training needs assessments, planning and design of training courses for the civil servants, marketing and evaluation of training) is organized in an EU member state.
  • To acquaint the participants   with the work of   INA and modern training approach to enable them to tap on the Portuguese civil servants´ training experience and to draw on the lessons learnt and good practices tested.
  • To introduce the best practice of quality assurance (in particular the CAF implementation) in the EU using the example of Portugal public organisations.
The highlights of the study tour were following:
1. Investing in a new culture of learning – e-learning. In this field INA  is very advanced compare to most of the other civil service training institutions in Europe. INA started its first training programme with e-learning in 2001 and since this time INA has made big investments into developing a blended learning approach. TIPA staff obtained useful information regarding the possibilities to participate in  e-learning activities.

2.MANFOP – instrument to support competences management, focussed on the development of human capital in public administration organisations.  The methodology has been developed by INA  in the framework of the research project, financed by the EU funded Public Administration Operational Programme and has obtained the grade of “high quality” by its technical evaluation.      This methodology has been used by the research team of INA in its research and consultancy projects addressing definition of general competency frameworks for public managers and organization-specific competency charts for public organisations. This methodology also involves the analysis of training needs based on the identification of the competency gaps. 

 

3.The new performance  evaluation system and the management by objectives focus    introduced by the Public Administration Reform Plan.  It aims at combining both individual and organisational    performance evaluation aspects in public organisations .

 

4.CAF implementation. In INA’s Documentation Centre the CAF is only being implemented and TIPA staff was able to get information on the implementation process, instruments and problems encountered. The main reason was that the CAF is very well linked to other more sophisticated and comprehensive quality models (EFQM or ISO 9001) and therefore it is a very good model for the beginning of the “journey to excellent quality”. 

 

5. Several INA’s technical solutions were of great interest for TIPA’s staff, for example automatic evaluation questionnaires’ recording and calculation equipment, databases (i.e. participants’ database, library database).

 

February 2008:

 

Training Institute of Public Administration held the 12th Meeting of TIPA's Advisory Board, on February 7 2007, at "Doro" Hotel on subject: ” The coordination of training activities and training needs ,  for  an effective management of training and financial recourses”
The opening word was held by Ms Blerta Selenica, -  DoPA  Director. On her speech, she focused on a   better cooperation between TIPA, Line Ministries and other stakeholders, in order to improve the training quality. As accordingly, drafting a Training Strategy on the framework of National Strategy of Public Administration,   remain a priority.
Mr. Fatmir Demneri Director of TIPA, presented the TIPA-s activity for year 2007, as well as the Training Plan and the Work Plan for year 2008. On his speech hi focused on priorities and objectives for 2008. So it is very important to apply the TNA manual, in order that the training plans for year 2009, to be compiled on TNA results.Discussion was about finding the proper tools for an effective coordination of TIPA-s activities.

 

December 2007 :With RESPA Initiative , a joint project of EU and OECD, took place in Belgrad from 5-6 of December the fourth  session of Training of Trainers on Negociation Techniques in a European Environment. On this event, participate Ms. Fatbardha Çoka- Trainig Manager of TIPA
This 2-day seminar destined to trainers has a twofold objective. On the one hand it aims at guiding the participants to apprehend and acquire the essential knowledge on the protocole and practice of representation within the political and technical context of decision-taking in the European Union. On the other hand, the goal of the programme is also to familiarize the participants/trainers with methodological tools to appropriately disseminate relevant information and knowledge to the widest possible number of actors in their respective countries and entities. All in all, the programme attempts to demystify the European Union and to offer a new perspective on the functioning of the European Union to all the participants/trainers and actors they will themselves train in the future.

November 2007

“THE QUALITY OF  TRAINING FOR THE PUBLIC ADMINISTRATION””

Albanian Training Institute of Public Administration organized on 14 of November 2007, in Tirana, Forum of experts about “The quality of training for the public administration”.
Organization of this activity was  on the light of the Strategic Business Plan 2006-2009 and it’s related to:
Objective 4: To change TIPA to a more demand lead, client based, customer care orientated organisation and to promote the same attitude in the Civil Service institutions and agencies. The change will be in focus on high quality service and value , and will follow  the tasks :       
  1.  Introduce a client/customer based model into TIPA’s programmes and in house approach
  2.  Ensure regular and institutionalised contacts with our “clients” for identifying their strategic objectives and   development priorities and training needs
  3. Establish user groups and/ or focus groups to provide feedback on the quality and appropriateness of service delivery by TIPA
  4. Conduct stakeholder analysis in order to determine who are the main stakeholders and the strengths of our links with them.
  5.  Improve feedback systems in general in order to ensure that there is sufficient data and information available on the impact of training.
  6. Satisfy identified and forecasted needs of the clients
  7. Ensure that reaction questionnaires include measurement of the training course quality and that periodic objective and independent assessment of quality is carried out.
Also this activity comes as necessity of TIPA for having continually co-operation and conversation with training experts and trainers, also interested peoples dealing with training of public administration in Albania.
The forum will be focused on content of training programs, training methodologies, and training organization.  Best practices on the field will be known for the audience; also we will focus on having good cooperation with our beneficiaries, like institutions and civil servants as well in the future.
Participants in this event could be:  Advisory board members, trainers and experts, DoPA representatives, TIPA staff, other co-operators.
The  discussions   focused  on:
  1. Quality on content and training methodology:
  2. TIPA experience on training of the public administration in Albania
  3. The content of the training material – curricula and quality measures, Europeanization.
  4. Training methodologies  and the improvements based on modernization  and Europeanization  
  5. Quality of trainers, selection criteria  
  6. Quality on training implementation, participation, facilities,
  7. Cooperation with interest institutions from central e local level.
  8.  Future developments on training of the public administration in Albania and TIPA’s role

ReSPA 2nd Annual Conference on Making Strategies Work, Next steps for the Western Balkans3-4 October, 2007
Hotel Adriatik, Durrës, Albania

This was the second Annual Conference of “Regional School for Public Administration in the Western Balkans” (ReSPA).- a Joint Initiative of the European Union and the OECD, principally financed by the EU. The purpose of the conference was to identify how to deliver those strategies which are to be delivered by means of regulations. These necessities examined two issues: the design of regulations to ensure that they will achieve their intended strategic results and delivery in a way that ensures regulations, once enacted, achieve their intended strategic results.
Session 1 provide an overview of the issues to be considered.
Session 2 examine the design of regulation.
Section 3 examine the delivery of good regulatory regimes and mechanisms for review of regulations.
Section 4  summarise the findings of the conference and consider what steps can be taken next to bring about improvements in individual countries and across the region.
The conference was on interest to officials who are concerned with any aspect of the regulatory process, but of particular interest to those with high level responsibilities to deliver strategies. The conference allowed participants to discuss why some strategies, to be delivered by means of regulatory regimes, succeed and why others fail. The conference was on interest also to all officials concerned with the design and delivery of regulations. Emphasis also was placed on capacity building and the competencies needed to deliver good regulatory regimes. Given the role of ReSPA, attention was paid to the training needed to build capacity and develop these competencies. Invited speakers were representatives from countries like Albania, Serbia, Croatia, Kosovo, Montenegro, Macedonia, who have recently experienced the transition from command and control to free market economies and the transition to EU membership, as well as speakers from the Western Balkans providing practical examples of successful strategy delivery and the challenges posed in that process especially those of capacity building.

NISPAcee's 15th Annual Conference.
NISPACee's 15th annual conference took place in Kyjiv, Ukraine, on May 17-19, 2007 on "Leadership and Management in the Public Sector: Values, Standards and Competencies in Central and Eastern Europe", organized in cooperation with national Academy of Public Administraion and the office of Ukraine's President.
The conference participation consisted in more than 250 representatives from 36 countries of the world, including 18 countries of Cenral and Eastern Europe, members of NISPAcee.
Representatives of Training Institute of Public Administration (TIPA) in this activity were Mr. Fatmir Demneri (Director of TIPA), and Ms. Eralba Zeneli (TIPA's Communication Manager). For further information on this conference go to http://www.nispa.sk.

March 2007


Training Institute of Public Administration held the 11th Meeting of TIPA's Advisory Board, on March 13, 2007, at "Doro" Hotel, where the Institute presented its activity for year 2006, as well as the annual analysis.
This meeting served to present the Business Plan 2007 and Training Plan 2007 for both training centres of TIPA.
Discussion was about delivered training during 2006, and also for its improvement for the year 2007, and about a better cooperation with interested institutions.

 

December 2006


Regional Conference "Best Practices in Training of Public Administration".
Training Institute of Public Administration, in the framework of implementation of the Strategic Business Plan 2006-2009 and in cooperation with Department of Public Administration, organized on December 16, 2006, the conference "Best Practices in Training of Public Administration", which took place at Tirana International Hotel.
The purpose of the conference was to present the best practices in training of public administration. The conference included best practices not only from Albania, but also from regional countries such as: Kosovo, Macedonia and Montenegro.
The one-day conference aimed to exchange values and information among interested groups and their representatives, discussing about the developments and work difficulties in training of public administration. Another outcome of the conference was sensibilization, through which, leaders and servants of public sector become more conscious about the importance of the training that has to do with heir work performance and the duties each of them has in respect to the process of the Albanian Integration in EU. Moreover, the conference expanded its cooperation in public administration training area with similar institutions of the region.
