The Training Institute of Public Administration is part of an activ network ,contacts and realtionships with other homologous institutions on Europe and Region, such as :
EU delegation:
CARDS 2003 Program through the implementation of the Project “Encouraging the Reform Of the Civil Service System in Albania”, has made possible:
- The Design of the Strategic Business Plan of the Training Institute of Public Administration for the 2006-2009 period;
- The Establishment of a System of Training Needs Ananlysis;
- The Preparation of the Manual of Training Needs Analysis;
- The Training Plan of the Institute for 2006-2009 period;
- The increase of the Institute’s capacities, through the organisation of several seminars and a one week study visit in London.
- The renovation and the furnishing of a new building for the Insitute, according to the European standarts;
- Technical assistance for the creation of a training system, where are defined the standarts and the training methodology, as well as the training of trainers and the training of the Institute’s staff.

The Project objectiv was improving the skills of abuot 150 civil servises tha rae involved on this field on Ministry of labor, socila affairs and equal opportuniti, Ministry of Education , other specialtisate agencies and partners involved on Nantional Concil for EVT.

United Nations Development Program (UNDP) The collaboration of the Institute with UNDP, is also implementing the Project “Training of 150 managers in the public sector and the increase of TIPA’s staff capacitates”. The collaboration with UNDP has also made possible the training related to gender issues in the training course “Presentation with Public Administration”, which is delivered for new comers in the public administration.
During 2007, our cooperation had been consisted on training on EU related gender policy, minority rights and gender integration.

“Open Society Foundation” for Albania (SOROS Foundation)The collaboration with SOROS Foundation and its financial support has mainly consisted in the implementation of projects:
- Managing of Public Properties (supporting the local administration)
- Social workers helping Individuals with Limited Abilities.
- Local units and management of the small business tax
- Good governance through citizens involvement and active participation
The Swedish Government through the Swedish International Development Agency (SIDA), is financially supporting the implementation of the Project “Training of 150 menagers in the public sector and the increase of TIPA’s staff capacities”, as mentioned above.
The Government of Federal Republic of Germany, referring to the Stabilility Pact for South Eastern Europe, through the Institute for European Policies and the InWent Organization, has assisted with exspertise in designing the Training Strategy for Public Administration, related to issues of European Union Integration.
World Bank Institute and Centre for Development and Democratization of InstitutionsThe Training Institute together with the Center for Development and Democratization of Institutions (CDDI) will cooperate during 2006 on the implementation of the project “Freedom of Information and Public Administration”. TIPA’s cooperation with these institutions has been successful and during the course of the project has been held several videoconferences between the parties on achievements and difficulties encountered.
Institute of European Policies (IEP)The long and fruitful cooperation between the Training Institute of Public Administration and the Institute for European Policies, based in Germany, has continued with the Training Program on European Union in Albania. The aim of this program is to support TIPA in relation with the creation of a concept of an EU Training Strategy for the Albanian public administration. As a result, was designed a concrete Training Strategy of Albanian civil servants on European Union issues, that started its implementation in specific courses.
With the support and funding of the European Commission (CARDS 2004 program), IOM Tirana will implement an intervention aimed at fostering the implementation of the National Strategy on Migration through the provision of technical assistance and expertise to the Government of Albania.

- The Directorate for Migration Policies within the Ministry of Labour, Social Affairs and Equal Opportunities (MOLSAEO).
- The National Employment Service (NES) within MOLSAEO.
- The Albanian diplomatic service in Italy, Greece, UK, Belgium, Germany.
- National Institute of Diaspora.
- Directorate for Border and Migration, in the Ministry of Interior.
- Migrant families in Albania, migrant communities and Albanian Diaspora in Italy and Greece
