Training Institute of Public Administration (TIPA), is a governmental institution created in June 2000, in the framework of the undertaken reforms for improvement and development of public administration and Albanian Civil Service, in order to be sustainable, professional and efficient. The training activity that the Institute organizes and offers aims to enhance professional skills and to improve the knowledge base so that each civil servant can contribute optimally to the achievement of his or her institutional goals. The Institute bases its strategy and activity in Law No. 8549, for Civil Servant's Status, approved by the Albanian Parliament in 11.11.1999. Training Institute of Public Administration, supported by Albanian government and several international organizations and donators, through its existence has formed and increased its profile and capacities, becoming a key factor for the development and progress of public administration and civil service. Training Institute of Public Administration consists on the right experince, the necessary capacities and real opportunities that adequately respond to the training needs of public administration, and also acts as a contemporary organization, based on the strategji and perspective development plans that aim to turn the Institute into a national centre for the best practices in the public management area, as well as a promoter of core public service values. The main objective of the Institute is to process a training that meets real needs.
